Order passed by Government of Rajasthan for conserving the Commons - Resolution to be passed in 2nd October Gram Sabha

Subject: To pass a resolution in the Gram Sabha scheduled on 2 October, 2012 for conservation, development and management of Common Lands

The Government of Rajasthan has issued several guidelines from time to time for protection and development of common purpose land such as pasture land, Orans etc. The Department of Rural Development and Panchayati Raj has also issued “The Operational Guidelines for Pasture land Development” in form of a booklet in August, 2011. In continuation to this, it was considered appropriate that in the   upcoming Gram Sabha in the entire state on 2nd October 2012, action as mentioned below is ensured:
  1. A discussion is held in the Gram Sabha on the status and criticality of common lands and the Tehsildar/ Patwari inform the Gram Sabha on the status of the Commons lands in the village.
  2. Keeping in mind the livestock population of the village and future need projections, the Gram Sabha passes a resolution to explore the possibility of converting revenue wasteland into pasture land
  3. There is a provision in the Rajasthan Panchyati Raj Rules, 1996, rule 170(1),  for formation of a five member committee at the village level for management of the Pasture Land, including planting of the appropriate type of grasses, shrubs and trees as well as protecting it from encroachments. The Committee is to be headed by the respective Ward Panch and other four members are to be nominated by the Gram Sabha. If this committee has not yet been formed in any village, the formation of the committee has to be done in this Gram Sabha.
  4. A resolution is passed for making a comprehensive plan for development and management of Pasture land and incorporating these plans in the action plans made under MGNREGA and watershed development programmes.
A pro forma of  the resolution to be passed by the Gram Sabha, incorporating the above points, is enclosed and it is requested that you instruct all the Block Development Officers (BDOs) of the district to ensure that all the Gram Panchayats in their areas take the required action.

Keeping in mind the criticality of common lands and the need to manage and develop it; a resolution is being passed in the Gram Panchayat of …...... (Name of the Gram Panchayat), that all common lands in the village which are being used for common purposes like Pastures, Common ponds and its catchment areas, Orans, etc.,  will be demarcated with assistance of the Patwari and the Gram Panchayat would collect all the documents related to it like Zamabandi, Girdhawari, Dastoor Gawai etc. from the respective department and would make it available in public domain for information.

Based on livestocks population of villages and the future needs, the Gram Panchayat would assess the need and take appropriate action for conversion of Revenue Wasteland  into Pasture land.  The management and development of common land would be undertaken through the Gram Panchayat's Standing Committee for Development and Production Programmes. 

The Gram Panchayat will ensure that a comprehensive plan for development and management of Pasture land is made and is implemented by incorporating it in the action plans made under MGNREGA and watershed development programmes.
