मुख्यमंत्री निवास पर राज्य मंत्रिमंडल की बैठक में संविदा नियुक्ति के लिए नियम बनाने, चरागाह भूमि पर बसी सघन आबादी के नियमितिकरण के लिए नीति के प्रारूप के अनुमोदन सहित कई अन्य महत्वपूर्ण नीतिगत निर्णय किए गए।
मंत्रिमंडल ने राज्य एवं केन्द्र सरकार की विभिन्न योजनाओं, परियोजनाओं एवं कार्यक्रमों की क्रियान्विति के उद्देश्य से एक निश्चित अवधि के लिए रखे जाने वाले कार्मिकों की संविदा नियुक्ति के लिए ‘राजस्थान कॉन्ट्रेक्चुअल अपॉइंटमेंट टू सिविल पोस्ट्स रूल्स-2021‘ बनाये जाने का अनुमोदन किया है। केबिनेट के इस निर्णय से मैनपावर की आवश्यकता की पूर्ति के लिए ऐसे कार्मिकों को संविदा पर नियुक्त करने के नियम बनाये जाने का मार्ग प्रशस्त होगा।
केबिनेट ने चारागाह भूमि पर बसी सघन आबादी के नियमितिकरण के लिए प्रस्तावित नीति के प्रारूप का अनुमोदन किया है। चारागाह भूमि का वर्गीकरण परिवर्तन व्यापक जनहित में ही अन्य राजकीय भूमि की अनुपलब्धता होने पर किया जाएगा। नीति के तहत चारागाह भूमि पर कम से कम 30 वर्ष से घर बनाकर रह रहे परिवारों में से प्रति परिवार अधिकतम 100 वर्गमीटर का पट्टा दिया जाएगा। आयकरदाता व्यक्ति को इसका लाभ नहीं दिया जाएगा। इस नीति से चारागाह भूमि पर बसे निर्धन परिवारों को पट्टा मिल सकेगा।
राज्य में 1500 मेगावाट के सोलर पार्क की स्थापना का मार्ग प्रशस्त
मंत्रिमंडल ने राज्य में 1500 मेगावाट क्षमता के सोलर पार्क की स्थापना के लिए राज्य सरकार तथा मैसर्स अदाणी रिन्यूबल एनर्जी पार्क राजस्थान लिमिटेड की हिस्सेदारी की ज्वॉइन्ट वेंचर कंपनी को जैसलमेर के भीमसर एवं माधोपुरा, सदरासर गांव में 1324.14 हैक्टेयर तथा बाटयाडू एवं नेडान गांव में 276.86 हैक्टेयर राजकीय भूमि सशर्त कीमतन आवंटित करने की मंजूरी दी है। इसके अतिरिक्त करीब 30 मेगावाट विंड सोलर हाइब्रिड पावर प्रोजेक्ट की स्थापना के लिए केरालियां गांव में 64.38 हैक्टेयर राजकीय भूमि को लीज पर सशर्त कीमतन आवंटित करने की मंजूरी दी गई। इससे सौर ऊर्जा उत्पादन क्षमता में वृद्धि होगी और रोजगार के अवसर सृजित होंगे।
इथेनॉल उत्पादन इकाइयों को मिलेगा रिप्स के तहत इंसेंटिव
बैठक में प्रदेश में इथेनॉल उत्पादन इकाइयों की स्थापना को प्रोत्साहित करने के उद्देश्य से राजस्थान इथेनॉल प्रोडक्शन प्रमोशन पॉलिसी-2021 को मंजूरी दी गई। यह नीति स्थाई एवं वैकल्पिक ईंधन के रूप में इथेनॉल के उत्पादन को बढावा देगी। इस नीति के तहत लगने वाली इथेनॉल उत्पादन इकाइयों को रिप्स-2019 के प्रावधानों के तहत इंसेंटिव देय होंगे। इससे राज्य के भूजल सुरक्षित क्षेत्रों (सेफ ब्लॉक्स) में इथेनॉल प्लांट नियमानुसार स्थापित हो सकेंगे, जिससे औद्योगिकीकरण को बढावा मिलेगा। साथ ही किसानों, उद्यमियों एवं कामगारों के लिए लाभ के अवसर उत्पन्न होंगे।
एटीपी की सीधी भर्ती में बी. प्लानिंग एवं एम. प्लानिंग की अर्हता शामिल
बैठक में राजस्थान नगर नियोजन सेवा नियम-1966 में संशोधन को मंजूरी दी गई। इससे सहायक नगर नियोजक की सीधी भर्ती के लिए आवश्यक अर्हता में बैचलर ऑफ प्लानिंग तथा मास्टर ऑफ प्लानिंग को सम्मिलित किया जा सकेगा। इस निर्णय से नगर नियोजन विभाग में टाउन प्लानिंग से संबंधित उच्च योग्यता, विशेषज्ञता एवं अनुभव रखने वाले अभ्यर्थी उपलब्ध हो सकेंगे। जिससे आमजन के नगर नियोजन संबंधी कार्यों को सुगमता से संपादित किया जा सकेगा।
शौचालय रखरखाव के लिए आरटीपीपी एक्ट में जुड़ेगा सुलभ इंटरनेशनल
मंत्रिमंडल ने राजस्थान लोक उपापन में पारदर्शिता अधिनियम-2012 तथा राजस्थान लोक उपापन में पारदर्शिता अधिनियम-2013 के तहत जारी अधिसूचना में सुलभ इंटरनेशनल सोशल सर्विस ऑर्गेनाइजेशन को जोडने का निर्णय किया है। इससे राज्य के सभी विभागों एवं विकास प्राधिकरणों, यूआईटी, नगर निगम, नगर परिषदों, नगर पालिकाओं आदि को शौचालय निर्माण, रखरखाव एवं संचालन का कार्य समयबद्ध एवं त्वरित रूप से किए जाने के लिए एक विकल्प उपलब्ध हो सकेगा।
राजस्थान फाइनेंशियल सर्विसेज डिलीवरी लि. का होगा गठन
बैठक में राजस्थान फाइनेंशियल सर्विसेज डिलीवरी लिमिटेड का गठन करने की मंजूरी दी गई। इस संस्था के गठन से राजकीय विभागों तथा स्वायत्तशासी संस्थाओं को लोक उपापन, अनुबंध प्रबंधन, कराधान, सेवा नियमों आदि क्षेत्रों में आवश्यक विशेषज्ञता, परामर्श एवं सहयोग मिल सकेगा।
मंत्रिमंडल ने जालूपुरा स्थित विधायक आवासों की भूमि का स्वामित्व सामान्य प्रशासन विभाग से जयपुर विकास प्राधिकरण को हस्तांतरित करने का अनुमोदन किया है। इससे विधायकों के लिए विधायक नगर पश्चिम में बहुमंजिला आवासों के निर्माण में सुगमता होगी। केबिनेट ने राजकीय महाविद्यालय बीदासर का नामकरण ‘श्री सांवरलाल सुशीला देवी सुथार राजकीय महाविद्यालय बीदासर‘ किए जाने को मंजूरी दी है। बैठक में भू-आवंटन नीति-2015 के प्रावधानों में शिथिलता प्रदान करते हुए भरतपुर की श्यामा प्रसाद मुखर्जी नगर योजना में मीणा छात्रावास के लिए 17 बिस्वा भूमि निःशुल्क आवंटित करने का अनुमोदन भी किया गया।

The Cabinet has approved the draft of the proposed policy for regularization of dense population settled on pasture land. The classification change of pasture land will be done in the larger public interest only if there is non-availability of other state land. Under the policy, a lease of a maximum of 100 square meters per family will be given to the families living on pasture land for at least 30 years. This benefit will not be given to the income taxpayers. With this policy, poor families settled on pasture lands will be able to get pattas.
Paving the way for setting up of 1500MW solar park in the state
The Cabinet approved the joint venture company of the State Government and M/s Adani Renewable Energy Park Rajasthan Limited for setting up of 1500 MW capacity solar park in the state, Bhimsar and Madhopura in Jaisalmer, 1324.14 hectare in Sadrasar village and 276.86 hectare in Batayadu and Nedan village. Approval has been given to allot state land at conditional cost. Apart from this, approval was given to allot 64.38 hectares of government land on lease conditionally in Keralian village for setting up about 30 MW wind solar hybrid power project. This will increase the solar power generation capacity and create employment opportunities.
Ethanol production units will get incentive under RIPS
Rajasthan Ethanol Production Promotion Policy-2021 was approved in the meeting with a view to encourage the establishment of ethanol production units in the state. This policy will promote the production of ethanol as a sustainable and alternative fuel. Incentives will be payable under the provisions of RIPS-2019 to the ethanol production units set up under this policy. With this, ethanol plants will be set up as per rules in the ground water safe areas (safe blocks) of the state, which will encourage industrialization. Along with this, profit opportunities will be generated for farmers, entrepreneurs and workers.
In the direct recruitment of ATP, B. Planning and M. Planning qualification included
In the meeting, approval was given to amend the Rajasthan Town Planning Service Rules, 1966. With this, Bachelor of Planning and Master of Planning can be included in the essential qualification for direct recruitment of Assistant Town Planner. With this decision, candidates having higher qualification, expertise and experience related to town planning will be available in the Town Planning Department. Due to which the town planning related works of the common man can be done easily.
Sulabh International to join RTPP Act for toilet maintenance
The cabinet has decided to add Sulabh International Social Service Organization in the notification issued under the Rajasthan Public Procurement Transparency Act-2012 and Rajasthan Public Procurement Transparency Act-2013. With this, an option will be available to all the departments and development authorities of the state, UIT, Municipal Corporation, Municipal Councils, Municipalities etc. to do the work of construction, maintenance and operation of toilets in a timely and speedy manner.
Rajasthan Financial Services Delivery Ltd. will be constituted
In the meeting, approval was given to set up Rajasthan Financial Services Delivery Limited. With the formation of this institution, government departments and autonomous institutions will get necessary expertise, advice and cooperation in the areas of public procurement, contract management, taxation, service rules etc.
The Cabinet has given its approval to transfer the ownership of the land of MLA residences located at Jalupura from the General Administration Department to the Jaipur Development Authority. This will facilitate the construction of multi-storeyed houses for MLAs in Vidhayak Nagar West. The cabinet has approved the renaming of Government College Bidasar as 'Shri Sanwarlal Sushila Devi Suthar Government College Bidasar'. In the meeting, giving relaxation in the provisions of Land Allotment Policy-2015, approval was also given to allot 17 biswa land free of cost for Meena Hostel in Shyama Prasad Mukherjee Nagar Yojna of Bharatpur.
